I think you are talking about the cupcake cups… Typically paper, but a special paper. The first thing you would have to do is figure out the material. Seems that you may be more towrd the beginning of the process than ready for manufacturing.

Figure out the materials, then find the distributor of the material. With a design and material specs the next move will become obvious.
