Are existing patent holders compelled to declare their patents when asked? I want to manufacture certain products but how do I know they are not already under patent?

Check their website, it's often displayed. Or on the product itself / packaging of the product. You can also check the USPTO for patents granted.

Patent holders owe you nothing, it's your job to learn the facts. They are unlikely to provide you with the answer to your questions.

Plus, how would you know who to ask if they have a patent without finding the patent first? Also, don't forget there are plenty of products on the market without a patent. So don't just rely on not seeing a patent meaning the product doesn't exist.
