Patent pending versus provisional patent

hello,

Is a patent pending the same as a provisional patent? 

Iptica claims that filing a patent pending  in any member country of the Paris patent convention (177 countries) makes you eligible to protect your invention in all member countries for the period of 12 months. Is this true?
